Below is a list of AWWA-certified Backflow Prevention Testers who are approved by the District to assist you with the testing process.
These testers are also included on the District’s reminder letters. While this list is not exhaustive and other qualified testers may be available, the individuals listed here have submitted all required documentation and applications to be officially recognized by the District for the current calendar year.

Backflow Prevention Assembly Responsibility Notice
Clearlake Oaks County Water District is committed to protecting the safety and quality of the public water supply. As part of this commitment, our Cross-Connection Control Program requires certain customers to install and maintain approved backflow prevention assemblies on their service connections.
Why Do I Have a Backflow Prevention Assembly?
A backflow prevention assembly protects the public drinking water supply from contamination. Under normal conditions, water flows in one direction, from the District's water main into your property. However, sudden changes in pressure (caused by water main breaks, firefighting, or heavy water use) can reverse that flow and pull water from your property back into the public system. If your property has features such as an irrigation system, a private well, a boiler, a pool, or commercial or industrial equipment, that reversed flow could carry contaminants into the drinking water that serves your neighbors and community.
A backflow prevention assembly is a mechanical device that stops this from happening. California law requires the District to identify these risks and require customers to install and maintain an approved assembly where needed.
In short: the assembly on your property is there to protect everyone who drinks the water the District delivers, including you.
Customer Responsibility
Backflow prevention assemblies installed on customer property are owned by the customer. As the owner, the customer is solely responsible for all costs and activities associated with the assembly, including:
· Annual testing by a certified backflow prevention assembly tester
· Testing after any repair, relocation, or new installation
· Maintenance to keep the assembly in proper working order
· Repairs as needed to ensure the assembly functions as designed
· Replacement of the assembly when it can no longer be repaired or no longer meets current standards
· Submission of passing test reports to the District by the required deadline
The District does not maintain, repair, or replace customer-owned backflow prevention assemblies. All associated costs are the responsibility of the customer.
District Responsibility
The District administers the Cross-Connection Control Program in accordance with California law and the State Water Resources Control Board's Cross-Connection Control Policy Handbook.
The District is responsible for:
· Identifying service connections that require backflow protection
· Notifying customers of testing requirements and deadlines
· Tracking compliance and maintaining test records
· Enforcing program requirements
Compliance and Enforcement
Failure to test, maintain, repair, or replace a required backflow prevention assembly may result in enforcement action, up to and including discontinuation of water service, as authorized by the District's rules and regulations and applicable state law.
